See Sec. 102 of HR 676. It guarantees coverage for all medically necessary services one might need. A mixed public private health care system will not guarantee comprehensive coverage to everyone. There will be no co-payments, no deductibles and no coinsurance, and only the patient and his/her chosen health care professional will make decisions about treatment and care.
